It is the policy of the Mid-StateTechnical College Library to safeguard the privacy of individuals in their use of the library. Student records, including library borrowing records, are additionally protected by federal privacy laws.
The library shall protect information about borrowers, their requests for information and materials, the online sites and electronic resources they access, and their loan transactions, and shall not transmit such information to anyone other than the borrower. Such records shall not be made available to any agency of state, federal or local government except pursuant to such process, order or subpoena as may be authorized under the authority of, and pursuant to, federal, state or local law relating to civil, criminal or administrative discovery procedures or legislative investigatory power.
Note: No library employee shall reveal the identity of a borrower to any requestor. |

The Code of Behavior is intended to encourage behavior that supports the library's mission to provide the best service possible to library patrons and visitors in a warm, welcoming environment. Behavior that interferes with library services and activities is prohibited. This includes, but is not limited to:
- Disruptive behavior such as rowdiness, loud talking, running or other behavior that disturb those who are studying or doing research
- Mutilation, defacement, misuse or theft of library property
- Harassing, threatening and/or verbally abusing other users or library staff
- Selling, soliciting or panhandling (approaching others with items for sale or pleas for donations)
- Intoxication
- Smoking or using tobacco in any form
- Removing library materials without properly checking them out
- Deliberately hiding or misshelving library materials so that others cannot use them
- Talking on a cell phone, or allowing one to ring
- Bringing animals in the building (except guide/assisting dogs)
- Any behavior in violation of the college's policy on conduct

The American Library Association affirms that all libraries are forums for information and ideas, and that the following basic policies should guide their services.
| I. |
Books and other library resources should be provided for the interest,
information and enlightenment of all people of the community the library serves. Materials should not be excluded because of the origin, background or views of those contributing to their creation. |

| II. |
Libraries should provide materials and information presenting all points of view on current and historical issues. Materials should not be proscribed or removed because of partisan or doctrinal disapproval. |
| |
|
| III. |
Libraries should challenge censorship in the fulfillment of their responsibility to provide information and enlightenment. |
| |
|
| IV. |
Libraries should cooperate with all persons and groups concerned with resisting abridgment of free expression and free access to ideas. |
| |
|
| V. |
A person's right to use a library should not be denied or abridged because of origin, age, background or views. |
| |
|
| VI. |
Libraries which make exhibit spaces and meeting rooms available to the public they serve should make such facilities available on an equitable basis, regardless of the beliefs or affiliations of individuals or groups requesting their use. |
