Ten Area Childcare Providers Awarded DWD Grants

WISCONSIN RAPIDS – Department of Workforce Development (DWD) Secretary Roberta Gassman and Kelly Borchardt, Executive Director of Child Care Resource & Referral Agency of Central Wisconsin (CCR&RCW), presented grants to area childcare agencies to help strengthen relationships with families to prevent child abuse and neglect. Mid-State Technical College (MSTC) hosted the event where ten childcare providers were each presented with a $1,000 check from the DWD through the Community Childcare Initiatives (CCI) Grants. “Governor Doyle’s ‘Kids-First’ initiatives strive to provide a nurturing and healthy environment for Wisconsin’s children. Overwhelming evidence confirms that giving children the best start early in life pays dividends later,” said Secretary Gassman.

According to Borchardt, CCR&RCW increases the accessibility of childcare programs and promotes the development of quality childcare services. “This funding has allowed us to truly focus on our mission and enables us to reach large numbers of children and families through early care and education programs in order to prevent child abuse and neglect. The unique close relationship between caregiver or teacher and the parents of very young children provides daily opportunities for observation and learning with parents,” said Borchardt.


Dr. John Clark, MSTC President, served as host of the award ceremony and referenced the college’s associate degree in Early Childhood Education. “A critical component for quality early childhood education is the commitment and quality of the caregiver. These grants will help area childcare providers do their best to care for their clients’ children,” said Dr. Clark.

During her visit, Secretary Gassman highlighted the Governor’s “Strengthening Families” initiative which is a collaborative effort between DWD, Children’s Trust Fund, The Child Abuse Prevention (CAP) Fund, The Department of Health and Family Services, CCR&R Network and other partners, including MSTC. The initiative is focused on supporting the efforts of childcare providers to strengthen families and help prevent abuse and neglect through their daily contact with parents and children.

Secretary Gassman praised the ten childcare providers for working to improve the quality of their programs and for fostering an atmosphere which supports families. “I congratulate these childcare agencies for their focus on children and families and for promoting a nurturing environment for children. The quality of care and learning opportunities that our children receive, along with a supportive family, are directly related to how well the children do in school and later in life.”

Eldean Walling, Dean, Service & Health Division, said MSTC has provided a childcare education program since the college became a district in 1967. “Over the years, that education has evolved from a one year technical diploma program and short-term courses, to an associate degree Early Childhood Education program offered in an accelerated format to better meet the demands of the workplace.” She further added that the Community Childcare Initiatives Grants are a tremendous resource to central Wisconsin. “This grant is an excellent example of helping current childcare providers expand and improve their own skills, receive an advanced degree and be actives partners in strengthening families,” added Walling.

Nearly seventy people attended the event including students enrolled in MSTC’s Early Childhood Education program. After the grants were presented, student had the opportunity to meet and converse with Secretary Gassman and the grant recipients.
